Our neighbours bin is over flowing with food waste and rubbish. It is not in the bin properly. Flys flying all over. It is next to my house. They are always leaving rubbish out plus there is a bag of clothes left open since 3 weeks!! Its disgusting. I told them to tie up the bags but it falls on deaf ears!!!
