With the weather hotting up, what better way to spend your day than putting your filthy bin on the road to obstruct other residents and passing traffic. This bin belongs to number 1 Welland and is permanently left out on the street along with any recycling bags they use , despite there being an alley next to the house. The problem with it is it attracts further rubbish (you can see a suitcase and someone dumped clothes in the bin) it then overflows causing litter all over the street, partially because the bin has no lid.
