If council wou't remove the rubbish I would suggest Council contact First port Uk who are the managing agent of the flats under the turm and condition of lease
They can arrange for rubbish to be removed at their expance and recouver the owner of flats-8 Longhurst Close, Leicester, LE4 7WA
