If council wou't remove the rubbish I would suggest Council contact First port Uk who are the managing agent of the flats under the turm and condition of lease
They can arrange for rubbish to be removed at their expance and recouver the owner of flats-8 Longhurst Close, Leicester, LE4 7WA

The driver of this vehicle parked on double yellow lines, blocking traffic, just to pop into the vape shop for vape accessories. He wasn’t unloading goods or doing anything essential — just treating the road like his personal parking spot. This kind of selfish behaviour needs regular enforcement.-209A, Evington Road, Leicester, LE2 1QN
