This issue has occurred on land over which Leicester City Council does not have direct authority. We are trying to resolve this matter as quickly as possible by working with the land owner to remove the waste. We’ve investigated the situation. Were confronted about it and told to pick it up. said they were only leaving it outside 'for the smell'. Would have left it there if not confronted.
