38 Buller Rd have been continuously putting black bin liners directly out onto the public footpath. They also have scaffolding which in itself causes some obstruction but this makes it worse and impossible for people with prams and mobility scooters to get by. Have tried talking to the residents and they state it'll be cleared soon though it's been a week already. Need a City Warden or someone appropriate from the Council to take action as this behaviour is selfish, inconsiderate & unacceptable.-36 Buller Road, Leicester, LE4 5GA
